, Officers from the Paso Robles Police Department responded shortly after 9 p. m. Tuesday, Nov. 3, to the Paso Robles Event Center, 2198 Riverside Ave., for a reported theft of a white Toyota Echo, according to the department. As Armas drove away, one of the bystanders fell to the ground. He suffered a cut to his head and was taken to a local hospital for treatment, police said.

A short time later, deputies from the San Luis Obispo County Sheriff’s Office located the stolen vehicle traveling south on Highway 101. Deputies and California Highway Patrol officers began a pursuit, which ended near Pismo Beach, where Armas was taken into custody. Police said Joseph Armas, 36, an unhoused man from Paso Robles, is accused of getting into an unoccupied vehicle and trying to steal it. Two bystanders tried to stop him, and Armas drove forward while the two were hanging onto the car,….
